PSA/Peugeot-Citroen is planning to build a low-cost car specifically for emerging markets. It will be a cheap, five-seat model built around mechanical components from inside the group.

Surely a major amount of money involved in a new car goes on development costs.  In which case, why not re-use something they already have?

The car has to be a saloon (the UK seems to be the only country in the world that prefers hatches to saloons), cheap to produce and probably quite well proven.
