Scumbag - I don't know which 'unwritten contract between governed and in power' you and Plato are referring to but I'd assume you mean the one where people elect people to represent their best interests to a democratic body to represent all. Call me old fashioned but I believe when those public representatives deceive you with spin, tax the death out of your living standards and deliver sweet f.a. I regard the contract as null and void.

Spend millions on funding a UN spin machine, funding British scientists compliant to the cause, funding public spin and fear media campaigns, funding spy cameras, funding congestion zones and £millions subsidising Ethanol. Then taxing motorists £700M for CO2 emissions, taxing 300% on petrol, and taxing anything that moves.
Option 2). Make a policy decision that climate theory is bunkum (saving £Billions a year). Reduce taxes on motorists and fuel thereby improving the nations (people and businesses) efficiency and standards of living. Further cut subsidies to public transport (saving £8-£10bn a year) and invest in improving the road network.
Improve National Security Question.
Option 1). Fight wars, murder thousands on a false premise, install spy cameras and maching gunned police at all airports, make 60M people cue for hours and take off their shoes at airports and spend £10bn a year on 'national security'
Option 2). Have a foreign policy that doesn't make pre-emptive attacks (which is against international law) and stir up nationalistic/religeous fervour. Cost £0.00. Saving £Billions.
